Beth Jenkins Smith


Beth joined RGS in 2014, bringing over 20 years of government consulting and community engagement experience. An expert at assessing organization culture, Beth favors the lens of Appreciative Inquiry to help clients discover and validate performance requirements, plus create and implement solutions for maximum impact. Beth passionately believes that team members are at their most effective when their gifts are present and leveraged every day.

Beth leads a diverse team of human capital management, workforce planning, leadership development, and analytics superstars in support of the Naval Sea Systems Command (NAVSEA) Enterprise Talent Management Office (ETMO). In her first year at RGS, Beth’s exceptional service delivery team earned the 2014 RGS Great Team Award.

Beth earned an MS in Organization Development and Human Resources from Johns Hopkins University, and a BA in Communication Studies from Virginia Tech. A native Virginian, Beth enjoys the outdoors, the arts, rich foods, and wellness. Beth and her hearty laugh often instigate interesting adventures; memorable ones have involved water sports, wrong turns, and flames.
